A

Additional Registration Fee (ARF)

Additional Registration Fee is a registration tax based on Open Market Value and applicable vehicle rules. Car bands are maintained in the shared effective-dated tax catalog used by the ARF calculator; motorcycle and other vehicle rules differ.

B

Bid Ratio

Bids received divided by the available COEs for one exercise. A value above one means more bids than certificates. It describes that exercise and does not establish reserve prices, buyer motivations or the next premium.

C

CC Rating (Engine Capacity Rating)

Engine displacement measured in cubic centimetres. Car COE categories consider both engine capacity and power, while fully electric cars use separate motor-power limits. Refer to the maintained category definitions; engine capacity alone is insufficient.

Carbon Emission-based Vehicle Scheme (CEVS)

The Carbon Emissions-Based Vehicle Scheme preceded VES and used carbon dioxide emissions to determine applicable rebates or surcharges. Historical eligibility and amounts depend on the registration date; it is not the current scheme.

Category A (Cat A)

The car COE category with engine-capacity and power limits, including a separate motor-power threshold for fully electric cars. Use the shared category definitions in the COE guide and the specific registered vehicle specifications. A model name alone does not establish its category.

Category B (Cat B)

The car COE category above the applicable Category A limits, with separate motor-power criteria for fully electric cars. Use the shared category definitions and actual vehicle specifications; its premium need not exceed Category A in every exercise.

Category C (Cat C)

The COE category for goods vehicles and buses. Eligibility depends on the registered vehicle type. Its quota and premium are published separately; no fixed price relationship to car categories is assumed.

Category D (Cat D)

The COE category for motorcycles. Its premium varies by exercise, so use dated results rather than a fixed price range. Motorcycle bidding deposits and renewal rules differ from those for cars.

Category E (Cat E)

The Open Category can be used for eligible vehicles other than motorcycles. It has a separately determined quota and premium. Its premium is not guaranteed to match or exceed Category B.

Certificate of Entitlement (COE)

Certificate of Entitlement: the entitlement used to register and use a vehicle under the Vehicle Quota System. A new COE generally has a ten-year term. Open bidding, renewal and transfer conditions depend on the category and applicable vehicle rules.

COE Bidding Exercise

An open bidding exercise held on published dates. Bidders submit a maximum reserve price and may raise it, but cannot reduce or withdraw it. The current price is one dollar above the highest unsuccessful reserve. At the scheduled close it becomes the Quota Premium. Check LTA dates and bank submission requirements.

COE Quota

The number of certificates available for allocation in an exercise. LTA publishes category quotas using the applicable deregistration averaging method, growth policy and announced adjustments. More quota does not by itself guarantee a lower premium.

COE Rebate

An eligible rebate for the unused period when a vehicle is deregistered before COE expiry. It uses the applicable premium and original term, including remaining months and days. A five-year renewed COE must not be calculated with a ten-year denominator. Check the official vehicle-specific rebate.

COE Renewal

Extension of COE at the applicable monthly PQP without new bidding. A five-year renewal uses half the PQP; a ten-year renewal uses the full amount. Eligibility and further renewals depend on category and lifespan. A five-year car renewal cannot be renewed again, and car renewal gives up PARF eligibility.

COE Transfer

Transfer of an unused Temporary COE is subject to category, holder and LTA restrictions. It is distinct from transferring a registered vehicle with its existing COE. Check the specific TCOE conditions before agreeing to a transfer.

COE Revalidation

Renewal of an expiring COE at the applicable PQP without new bidding. Eligibility for five-year or ten-year renewal and further renewals depends on the vehicle category and statutory lifespan. A five-year renewal uses half the applicable PQP; a ten-year renewal uses the full amount. Revalidation counts describe renewals, not an exact one-for-one forecast of the next quarter’s COE quota.

D

Depreciation

Loss in vehicle value between purchase and disposal. Average annual depreciation is purchase cost minus resale or deregistration recovery, divided by years owned. Actual market values do not follow a guaranteed curve. Avoid adding depreciation to a total that already includes the full purchase cost.

Deregistration

The formal process of removing a vehicle from Singapore's vehicle register, ending the right to use it on public roads. Upon deregistration, the owner may receive PARF and COE rebates depending on the vehicle's age and COE status. The vehicle must then be scrapped locally, exported, or converted to an off-road vehicle within a specified timeframe.

E

Electric Vehicle (EV)

A fully electric vehicle uses battery energy and electric motors and has no combustion tailpipe emissions. Electricity generation and manufacture still have emissions. Incentives depend on registration and vehicle eligibility. Fully electric car road tax uses motor-power bands and an additional flat component.

EV Early Adoption Incentive (EEAI)

EV Early Adoption Incentive: an ARF incentive for eligible electric cars and taxis during specified registration periods. Amounts, caps and end dates are set by LTA. Check the applicable official table and whether the dealer quote already includes it; do not deduct the same incentive twice.

Electronic Road Pricing (ERP)

Singapore's congestion pricing system that charges motorists a toll when passing through gantries located on congested roads and expressways during peak hours. Charges vary by location, time of day, and vehicle type. The system was introduced in 1998, replacing the original Area Licensing Scheme. ERP rates are reviewed quarterly and adjusted to maintain optimal traffic flow.

ERP 2.0

The newer Electronic Road Pricing infrastructure uses a satellite-based On-Board Unit. Technology capability does not mean distance-based charging has been introduced. Check LTA for current charging policy, installation deadlines and exemptions.

Excise Duty

Customs duty applied to dutiable imported vehicles under the applicable classification and customs value. The petrol-car calculation uses the maintained excise rate. Do not assume every vehicle type has the same rate or that an itemised dealer quote excludes duty.

G

Guaranteed COE Package

A dealer agreement to secure a COE subject to written terms. Check bidding attempts, deadlines, top-up conditions, refunds and the contractual rebate level. A fall in the actual premium does not automatically require the dealer to refund the whole difference.

Goods and Services Tax (GST) on Vehicles

Goods and Services Tax on vehicle transactions under the applicable GST rules. Import GST uses the customs value plus duty; that is distinct from the GST treatment of a dealer sale. The total-cost calculator explicitly models import GST and does not add GST to a final on-road quote again.

I

Importer Type (Authorised Dealer vs Parallel Import)

An authorised dealer is appointed by the manufacturer; a parallel importer sources vehicles independently. Warranty, servicing, parts support, specifications and price depend on the actual offer. Compare the written terms rather than assuming one channel is always cheaper.

In-vehicle Unit (IU)

The legacy In-Vehicle Unit used for electronic road-pricing payments. Supported cards depend on the unit. The newer On-Board Unit has separate installation and payment instructions; refer to LTA for the vehicle-specific transition requirements.

L

Loan-to-Value Ratio (LTV)

Loan-to-value is the loan amount as a percentage of the financed vehicle price under the applicable rules. Regulated motor-vehicle financing limits depend on the relevant OMV assessment. The loan calculator uses a maintained new-car rules catalog; lenders may apply stricter limits and used-car assessments differ.

Land Transport Authority (LTA)

The Singapore government statutory board responsible for planning, operating, and maintaining the country's land transport infrastructure and systems. LTA oversees the COE bidding system, vehicle registration, road network, public bus and rail systems, and cycling infrastructure. It is the primary authority that administers the Vehicle Quota System.

M

Motor Vehicle Loan Tenure

The repayment period of a loan. Regulated motor-vehicle financing has a maximum tenure maintained in the shared rules catalog. For a fixed principal and positive flat annual rate, extending the period lowers each instalment while increasing total interest. Compare actual lender terms.

N

New Registrations

The number of newly registered vehicles in a reporting period. These registrations can follow earlier COE bidding and do not directly measure current unsuccessful demand. Compare the reported period, vehicle classification and quota before drawing conclusions.

Non-PARF Car

A car without PARF rebate eligibility, including a car whose COE has been renewed. It can still have an unused COE rebate and body or resale value. Check the actual vehicle record and expiry date instead of inferring total value from age alone.

O

Off-Peak Car (OPC)

Off-Peak Car arrangements restrict usage in exchange for applicable concessions. Weekend Car, Off-Peak Car and Revised Off-Peak Car are distinct schemes with different permitted hours and conditions. Check the registered scheme and e-Day Licence requirements with LTA.

Open Market Value (OMV)

The price of a vehicle as assessed by Singapore Customs before any taxes, duties, or registration fees are applied. OMV includes the purchase price, freight, insurance, and all costs to bring the vehicle to the port of Singapore. It forms the base on which the Additional Registration Fee (ARF), excise duty, and GST are calculated, making it a critical factor in the total cost of vehicle ownership.

P

PARF Car

A car eligible for a Preferential Additional Registration Fee rebate under the applicable registration, age and usage rules. Being under ten years old alone does not establish eligibility. The rebate bands and cap depend on cohort; renewing COE gives up PARF entitlement.

PARF Rebate (Preferential Additional Registration Fee)

A rebate of eligible ARF on deregistration, subject to age, vehicle history and cohort rules. Different cohorts have different percentage bands and caps. Use the shared PARF calculator with the correct cohort and actual ARF paid, then verify the official vehicle-specific entitlement.

Prevailing Quota Premium (PQP)

Prevailing Quota Premium: the category renewal premium published for a calendar month, based on premiums from the preceding three bidding months. Months without bidding are skipped. It is not a separate new PQP for every bidding round. Eligible five-year renewal uses half; ten-year renewal uses the full applicable amount.

Q

Quota Premium (QP)

The final Current COE Price at the close of an exercise. The current price is one dollar above the highest unsuccessful reserve price; successful bidders pay the same QP. It need not equal any successful bidder’s reserve.

R

Reserve Price

The maximum amount submitted for a COE bid, in whole dollars with a minimum of one dollar. A submitted reserve may be raised but not lowered or withdrawn during the exercise. It is distinct from the final Quota Premium paid by successful bidders.

Red Plate

Red registration plates identify restricted-use vehicle schemes such as Weekend Car, Off-Peak Car and Revised Off-Peak Car. The schemes have different permitted hours and concessions. Check the exact scheme before driving or obtaining an e-Day Licence.

Registration Fee

An LTA fee for registering a vehicle, separate from COE, ARF and other charges. The car fee is maintained in the shared tax catalog. Other vehicle types and transactions may have different fees; registration does not establish the cost of physical number plates.

Road Tax

An annual tax that all vehicle owners in Singapore must pay to keep their vehicles legally on the road. Road tax is calculated based on engine capacity for petrol and diesel vehicles, and power rating for electric vehicles. Rates are progressive: higher-capacity engines pay significantly more. Road tax can be paid in 6-month or 12-month instalments and is collected by LTA.

S

Scrapping

Disposal of a deregistered vehicle through an LTA-authorised scrapyard. Eligible PARF and COE rebates are separate from a scrapyard’s body-value offer. The owner must ensure deregistration and proof-of-disposal obligations are completed within the official deadlines.

SGCM (Singapore Car Market)

SGCM commonly refers to sgCarMart, a vehicle-listings and motoring-information platform. A listing is an offer from its seller, not an official valuation or guarantee of condition. Verify current availability and written terms.

T

Total Cost of Ownership (TCO)

Total cost of ownership compares spending and recoveries over a stated ownership period. One approach is purchase outlay plus finance and running costs minus disposal recovery; another uses depreciation plus running and finance costs. Do not add full purchase cost and depreciation together. State inclusions and assumptions.

Total Debt Servicing Ratio (TDSR)

A debt-servicing framework used for property financing. Existing vehicle-loan repayments may count when assessing a property loan, but the property TDSR threshold is not a universal standalone car-loan income cap. Motor-vehicle LTV and tenure rules and lender assessment are separate.

Temporary COE (TCOE)

Temporary Certificate of Entitlement issued after successful COE bidding and used to register a vehicle within its validity period. It is not permission to drive while waiting for a successful bid and is not “Total Cost of Entitlement”. Validity and transfer conditions depend on category and holder.

V

Vehicle Population

The number of registered vehicles in the reported dataset and period, with definitions that may differ by category and scheme. Use dated LTA figures rather than a fixed population estimate. It is not interchangeable with the number of new registrations.

Vehicle Growth Rate

The policy allowance used in determining vehicle quota, distinct from the measured change in every vehicle-population dataset. Rates, category treatment and additional quota injections can change. Consult LTA’s applicable quota announcement rather than assuming every new registration offsets exactly one deregistration.

Vehicle Quota System (VQS)

Vehicle Quota System: the framework controlling new vehicle registrations through category COE allocations. The applicable formula uses deregistrations, vehicle growth policy and announced adjustments. Published allocations are the source for each quota period.

Vehicular Emissions Scheme (VES)

Vehicular Emissions Scheme applies rebates or surcharges according to the vehicle’s approved emissions and registration period. Bands and amounts change over time. Check the current LTA scheme and whether the dealer quote already incorporates the adjustment.

W

Weekend Car

The Weekend Car scheme is distinct from the later Off-Peak Car and Revised Off-Peak Car schemes. All can use red registration plates, but hours, concessions and conditions differ. Check the vehicle’s registered scheme rather than treating the names as interchangeable.

Z

Zero Emission Vehicle (ZEV) Mandate

A zero-emission vehicle requirement is different from a cleaner-energy policy target. Singapore’s stated cleaner-energy objective includes more than fully electric vehicles; do not label every hybrid as zero-emission. Check the official policy scope and dates when comparing registration trends.
