How the PARF Rebate System Works

The Preferential Additional Registration Fee (PARF) rebate is a partial refund of the ARF you paid when registering your vehicle. It rewards owners who deregister before the 10-year COE expiry — the earlier you deregister, the larger the percentage returned.

PARF rates start at 75% of ARF paid if you deregister within the first 5 years, then step down: 70% in year 6, 65% in year 7, 60% in year 8, 55% in year 9, and 50% in year 10. After 10 years, the PARF drops to zero. Since 2018, a cap of S$30,000 applies regardless of the ARF originally paid.

The PARF rebate is separate from the COE rebate, which is a pro-rated refund of your COE premium. Together they form the "scrap value" of your vehicle — an important figure when deciding whether to renew or scrap. For a full breakdown of how these fees fit together, see our complete guide to COE.

Frequently Asked Questions

When am I eligible for a PARF rebate?
You receive a PARF rebate when you deregister a vehicle that is less than 10 years old. The rebate is a percentage of the ARF originally paid, decreasing with each year of vehicle age. After 10 years, there is no PARF entitlement.
What is the S$30,000 PARF cap?
Since 2018, the PARF rebate has been capped at S$30,000 per vehicle. This means even if your calculated PARF exceeds S$30,000, you will only receive S$30,000. This primarily affects high-OMV vehicles.
What is the difference between PARF rebate and COE rebate?
The PARF rebate is tied to the ARF paid at registration, while the COE rebate is a pro-rated refund of the COE premium based on the remaining months of your 10-year COE. Both are returned when you deregister, but they are calculated independently.
Can I get PARF if I renew my COE?
No. When you renew your COE (at the 10-year mark), you forfeit any remaining PARF rebate. Renewal also means paying the Prevailing Quota Premium for a 5 or 10-year extension. The Renew vs Scrap calculator can help you weigh the trade-off.
