How the Additional Registration Fee Works

The Additional Registration Fee (ARF) is a tax levied on all new vehicles registered in Singapore. It is calculated as a percentage of the car's Open Market Value (OMV) using a progressive tiered structure — similar in concept to income tax brackets. The higher the OMV, the steeper the marginal rate.

ARF serves two purposes: it is a revenue source for the government and a demand-management tool that makes more expensive cars disproportionately costlier to register. For a S$30,000 OMV car, ARF is about S$34,000. For a S$80,000 OMV car, it jumps to roughly S$116,000.

Unlike the COE premium, ARF is partially recoverable. When you deregister a PARF-eligible car (under 10 years old), you receive a PARF rebate based on the remaining lifespan. What are the current ARF tiers in Singapore?
ARF is calculated on a progressive scale based on Open Market Value (OMV): 100% on the first S$20,000, 140% on the next S$20,000, 180% on the next S$20,000, 220% on the next S$20,000, and 260% on the remainder above S$80,000. This means higher-value cars pay a proportionally larger fee.
How is the Open Market Value (OMV) determined?
The OMV is assessed by Singapore Customs based on the transaction value of the vehicle, including purchase price, freight, insurance, and any other charges incurred in delivering the car to Singapore. It is not the retail price you see in the showroom.
Is the ARF refundable?
Yes, partially. If you deregister your car within 10 years, you receive a PARF rebate — a percentage of the ARF paid, declining with vehicle age. After 10 years, there is no PARF rebate.
Do electric vehicles pay ARF differently?
EVs are subject to the same ARF tiers as petrol cars, based on OMV. However, EVs may benefit from the Vehicular Emissions Scheme (VES) rebate, which reduces the upfront cost but does not change how ARF is calculated.
