How COE Quotas Are Determined

Each published quota reflects deregistrations over the applicable averaging window, category-specific growth policy and announced adjustments. It is not a one-for-one allocation of the previous quarter's deregistrations. Refer to the LTA quota explanation and the announcement for the displayed period.

Vehicle expiry, renewal decisions and policy affect supply. A larger quota alone does not guarantee lower premiums or a predictable period of price falls: the submitted bids also determine the exercise outcome.

What determines the size of the COE quota?

When are new quotas announced?
LTA quota periods normally begin in February, May, August and November. Refer to the published announcement for the applicable dates and allocations; these periods differ from calendar quarters.
How do deregistrations affect the quota?
Deregistrations contribute through the applicable averaging and recycling method. A deregistration does not necessarily create one extra certificate in the immediately following quarter. Policy adjustments and renewal choices also matter.
What is the 0% growth allowance?
The growth allowance is a category-specific policy input, not the measured growth of every vehicle-population dataset. Do not apply a historical zero rate to all categories and periods. Use the applicable LTA announcement, including separate adjustments and injections.
