Buying a Used Car in Singapore: Inspect the Vehicle and the Deal
Check condition, remaining COE, rebates, finance and the seller’s written terms before committing to a second-hand car.
A used-car listing compresses many separate questions into one price. Establish what the vehicle is, how much useful entitlement remains and what the seller is actually promising before comparing apparent bargains.
Verify the entitlement
Check the registration record, original registration date, current COE expiry and whether the COE has been renewed. A final five-year renewed car COE cannot be renewed again. A low annualised listing figure can hide a short or final ownership horizon.
Obtain an independent condition assessment
Review service records, mileage consistency, major repair invoices and available accident history. Arrange an inspection suitable for the car, covering structure, drivetrain, brakes, suspension, tyres, cooling and electrical systems. A test drive and tidy interior do not establish that a vehicle is accident-free.
Do not promise that an LTA record is a complete accident-history database. If records are missing, treat that as uncertainty to price or resolve, not evidence that no damage occurred.
Check rebates without double counting
Eligible PARF depends on actual ARF, original COE cohort and age. Unused COE can generate a separate rebate. Road-tax refund, if applicable, is a different item. “Paper value” should be defined in the quote rather than assumed to include a body offer or every refund.
If an inclusive sale or trade-in offer already reflects rebates, do not add them again. Ask what you receive net of settlement amounts and fees.
Review finance and insurance before the deposit
Have the lender confirm the used-car valuation basis, approved amount, available term, interest, fees and settlement conditions. Do not assume the legal maximum term is the term the lender will offer for this car. Obtain insurance for the intended drivers and use.
Put promises into the agreement
Identify the seller, exact vehicle, price conditions, included repairs, warranty provider, deposit/refund terms and delivery date. Record any outstanding finance settlement and transfer arrangements. A broad claim that private or dealer sales always have the same remedies is not a substitute for the actual transaction.
Inspect again at handover
Confirm the agreed work, keys, accessories, documents and vehicle condition. Complete the official transfer process with appropriate insurance and other required conditions in place. Keep receipts and signed records.
For a used EV, add battery information, warranty applicability, charging compatibility and the transfer of included connected features. Its apparent fuel saving does not replace the same condition and contract checks.
