Open Category COE: When Is the Package Worth Comparing?

Compare a Category E package without simultaneous-bid myths, assumed resale premiums or the mistaken belief that it can register a motorcycle.

Category E can be worth comparing when an eligible vehicle package has a useful delivery or certificate arrangement. Start with the terms of that offer, not the assumption that the Open category is always dearer or automatically easier to win.

Understand the limits first

E excludes motorcycles. An individual can submit only one bid in an exercise, so simultaneous A/B and E bids are not a permitted personal safety net. A bid cannot be withdrawn and replaced after seeing a disappointing provisional price.

Temporary COE transferability is different from transferring a registered car. After registration, the certificate stays with the vehicle. At renewal, the vehicle uses the corresponding category’s PQP.

Compare the complete offer

Put the regular-category package and E package side by side. Match the vehicle, warranty, delivery date, accessories, finance discount and final GST-inclusive price. Establish whether the E offer uses an existing temporary certificate and check its expiry and transfer terms.

If the E package is $2,000 more and avoids an assumed $1,200 of temporary transport, its remaining extra cost is $800 under those assumptions. That might be worthwhile for one household and unnecessary for another. It is a worked decision framework, not a universal recommendation.

Check disposal value separately

For an original E registration, unused-COE rebate treatment can use the lower of E and the corresponding category premium in the same exercise. Do not assume an extra $2,000 paid for E produces $2,000 of extra refundable entitlement. Use LTA’s vehicle-specific enquiry for an actual disposal decision.

A smaller ratio does not guarantee a successful bid

The bids-per-certificate ratio measures counts, not your personal odds. A lower ratio can coexist with higher reserves. Category E also does not guarantee a higher premium than every other pool: the results reflect separate allocations and bids in each exercise.

Questions before paying

  • What exact certificate or bidding commitment is included?
  • When must registration occur?
  • What happens if the promised delivery is missed?
  • What fees and finance conditions alter the final payable amount?
  • What rebate basis applies if the car is deregistered early?

Use the same-exercise results to understand the premium difference and your written offers to decide whether the package is worthwhile. A percentage spread by itself is not a measure of urgency, prestige or resale value.
